4.2.4.1 In instances where all available berthing spaces are occupied, a vessel remaining at berth or simply
waiting for cargoes or even vessels undertaking discharging/loading operations maybe shifted to anchorage or
directed to double bank with another vessel for which a shifting order shall be issued by the Harbor Master
to give way to vessels having priority to berth under this policy. Staytime of such vessel at berth shall be
determined and authorized by the Port Manager or his duly authorized representative, provided that in no case shall
the authorized staytime at berth be morethat forty eight (48) hours for this kind of vessel.
Vessel shifted to anchorage or directed to double bank with another shall be considered again to berth allocation as soon as berth becomes available;
4.2.4.2 Vessels remaining idle at berth for more than one (1) hour due to mechanical defect, if there are other vessels waiting to berth;
4.2.4.3 When cargo handling operations cannot be undertaken because of the nature of cargo during inclement weather and there is another vessel
waiting for berth which can be worked on despite the given condition, the vessel shall move out to anchorage in favor of the other;
